I am at a dilemma as to whether this now means that tweets will not come out of my text allowance but that they will now be charged for on topic of a 3000 monthly allowance I have.

Can anyone clarify there understanding of this? And what is the receive allowance subject to fair use? Thats my tweets limited to pc use only until this text is made clear.
