Germany appears to have enabled carrier billing for the purchase of apps from the Marketplace for Windows Phone. This means that there should no longer be the mandatory registration with a credit card.
This feature has been implemented in the Nokia devices we were advised but I live in the UK and I and my friends were unable to register at the Marketplace. Registration does ask for a credit card and offers no alternative choices of payment. However, there seem to be a trick around this via signing up for an XBox registration account, which does allow you to use a bank card and not the mandatory credit card. Once you have this you are free to roam and spend in the Marketplace as you wish. The hope is that carrier billing will arrive in the UK and the rest of Europe.
